India-Russia Diplomatic Engagement Amid Rising Tensions After Pahalgam Terror Attack

 In the wake of the devastating terrorist attack in Pahalgam, Jammu and Kashmir, that claimed the lives of 26 individuals, India’s diplomatic efforts have intensified on the global stage. As regional tensions escalated between India and Pakistan, a significant development emerged in the form of a high-level phone call between Indian External Affairs Minister Dr. S. Jaishankar and his Russian counterpart, Foreign Minister Sergey Lavrov, on May 2, 2025.



Russia Calls for Diplomacy and Bilateral Resolution

Foreign Minister Lavrov emphasized Russia’s position on resolving Indo-Pak conflicts through peaceful means. Citing key historical agreements, including the Simla Agreement of 1972 and the Lahore Declaration of 1999, Lavrov underlined the necessity for political and diplomatic dialogue to prevent further escalation. Moscow reiterated its long-standing stance that India and Pakistan should address their disputes bilaterally, avoiding any internationalization of regional issues.

India’s Stern Measures Post-Attack

India has launched a series of stringent measures in response to the Pahalgam attack, which Indian officials have blamed on cross-border terrorism originating from Pakistan:

  • Suspension of the Indus Waters Treaty: India has frozen its cooperation under the decades-old water-sharing pact, a move seen as a significant diplomatic signal.

  • Closure of the Attari Integrated Check Post: One of the last functioning cross-border trade routes between India and Pakistan has been shut down.

  • Reduction of Diplomatic Staff: India has announced a sharp cut in the strength of the Pakistani High Commission in New Delhi, reciprocating with similar measures for its mission in Islamabad.

  • Visa Cancellations and Airspace Ban: All visas issued to Pakistani nationals have been revoked, and Indian airspace is now closed to Pakistani airlines.

Pakistan’s Retaliatory Measures

In response, Pakistan has taken counteractions:

  • Trade Suspension: All trade ties with India, including transit trade through Pakistan, have been suspended.

  • Airspace Restrictions: Pakistan has barred Indian carriers from using its airspace.

  • Increased Border Hostilities: There have been continued ceasefire violations along the Line of Control (LoC) for over a week, signaling growing military tension.

India’s Military Posture Hardens

Prime Minister Narendra Modi convened a high-level security meeting on April 29, shortly after the Pahalgam attack, where he directed the armed forces to act with full operational freedom. The statement marked a critical shift in India’s posture, suggesting that a robust and possibly unconventional response to terrorism may be on the table.

Strategic India-Russia Dialogue Continues

The conversation between Jaishankar and Lavrov wasn’t limited to the immediate crisis.
